The second international conference "Electronic business in Russia - a path to open global market"

The second international conference entitled "Electronic business in Russia - a path to open global market" was held in Moscow in December 1999. The conference was arranged by the Association of Documentary Wire Communications and supported by State Committee of Telecommunications of Russian Federation (Gostelecom) and 13th general director of European Committee.

The conference considered legislation issues of electronic business, telecommunication and information technologies for e-business, practical experience and perspectives in this area, and international cooperation. Wile speaking at the conference, the representative of Gostelecom said that no governmental investments into e-commerce should be expected. Only private investments will be used. Participants of the conference agreed that legislation in this field is an urgent need for Russia, especially the law on electronic digital signature. The draft of this law will be considered by Russian government at the end of this year.

Russian Ministry of Internal Affairs also took part in the conference. Its representative said that law enforcement bodies are actively counteracting criminal affairs in the field of information technologies; however, the number of these crimes in growing. Russian law enforcement agencies are working in tight cooperation with Interpol in this area. In spite of that, only the direct losses for the state caused by such crimes as unauthorized access, violation of intellectual property rights, and other IT crimes constitute as much as US$ 3 to 4 bln. per year.

Currently there are different approach to e-business in different countries. In USA the state minimized its role and granted the duty free status to e-commerce. European Community countries rely on strong participation of the state, and various amounts of taxes are applied. As to Russia, e-commerce is on its initial stage here, and it forms only an infinitesimal share in total sales. All participants of the conference agreed, however, that e-commerce has good perspectives for development in Russia. Russian legislation already has a strong basis in this field, key elements for development of e-commerce are defined, yet a whole pack of regulatory documents remains to be adopted. A set of draft laws is being formed now to be considered by the Russian government.
