The Gosudarstvennaya Duma (lower house of parliament) of Russian Federation has adopted the bill on Year 2000 problem in the first reading. The legislation procedure requires two more readings of the bill; then it will be considered by the Federal Court, and finally approved by President Yeltsin. The principal goal of the bill is to define responsibility, liabilities and penalties related to solving the Y2K problem within the limits of Russian legislation. The most important issues of the bill include informing about potential Y2K-related system failures, funding the efforts on eliminating the problem, Y2K certification for manufacturers and importers, responsibility in the case of actual failure of the system. It is worth attention, Infoart notes, that, according to the bill under consideration, in no case can the system failure by virtue of Year 2000 problem be treated as force major circumstances.
