Internet telephony obtains a legal basis in Russia

At the press conference held in Moscow on June 1, 1999, the Association of Documentary Electro-communication (ADE) of Russia officially announced that IP telephony services are now legalized in Russia. It was specially underscored that, from the legal viewpoint, IP telephony is considered as one of telematic services. At the moment, the first seven applications for licenses are being considered.

Due to a number of technological and consumer peculiarities, the IP telephony differs significantly from conventional phone communications. According to ADE officials, these differences were taken into account while considering the problem of licensing the IP telephony services in Russia. That is why IP telephony is now treated as one of the telematic services. The licenses being issued now specify it as "telematic service for transmitting voice information", which assume using "technical means for data transmission with packet switching".

The Internet telephony task group of ADE took an active part in the study of the problem relating to positioning the Internet telephony in the general structure of wire communications services. The group includes representatives from 40 ADE member companies. ADE is a non-profit organization, established by initiative of Russian Ministry of Communications. Its principal mission is to coordinate the efforts of networks and services operators, hardware and software vendors, and users of wire communications.
