Federal Service of Tax Police (FSNP) of Russia announced completion of the first stage of its project aimed at building the Information System of Tax Police (ISINPOL). This was reported by FSNP vice director Yuri Chichelov at the introduction of the first stage of the system. As announced by FSNP officials, the system was developed within the framework of Russian-French intergovernmental credit agreement of 1994. The project is funded by French side, with equipment and software being supplied by BULL. FSNP says the first stage of its information system to cost US$ 50 mln. The cost of the second stage, which is planned for deployment by 2001, will constitute US$ 60 mln. It was highlighted by FSNP that the core of the system is the Federal data bank on persons who violated tax legislation in large and extremely large scale. The first stage of the ISINPOL system will provide access to this data bank for all regional departments of Tax Police. FSNP also plans to involve the other information resources for contributing into its data bank. In particular, it will use the information supplied by the State Customs Committee, Ministry of Taxes and Duties, and Ministry of Internal Affairs, which is needed for revealing and preventing tax-related crimes. Tax Police representatives expressed a hope that successful deployment of the first stage of the system will accelerate investigation process, as well as provide a vast array of statistical and analytical data. Also underscored is the high degree of security of the system. It is believed by FSNP that the return on investments done in that system, expressed in terms of compensating economic losses to the state, will pay for its cost multiple times.
