Russian and American experts believe in Russia's ability to solve the millennium problem
Russia is able to perform the entire set of efforts for solving the Y2K
problem, provided that some urgent steps will be done. These steps are
especially important at the regional level; in particular, new legislation
on all aspects of the problem should be approved as soon as possible. This
is one of the principal conclusions done in a special report by Russian
Trade and Commerce Chamber and American Trade Chamber in Russia.
The document resulted from joint efforts of technical experts,
representatives of businesses, scientific institutions and non-profit
organizations of the two countries. It is addressed towards the XI session
of the Inter-Governmental Committee on Economic and Teconological
Cooperation (Primakov-Gore committee), which will take place on March 24
and 25 in Washington.
The specialists from both countries underscore that "from viewpoint of
possible economic harm, the industries directly related to manufacturing
processes and vital functions of the society are the most critical ones.
These are power industry, water and gas supply, telecommunications,
transportation and finances." Stress should be laid upon specific measures
for reconfiguration of the equipment and testing it.
The report draws special attention to making changes in legislation, which
are necessary to push forward the preventive solution of Y2K problem. As
stated in the document, "businesses and enterprises must bear legal
responsibility for negative consequences of the Year 2000 problem, which
may result from ignoring this problem or careless approach to its
solution".
